<p>The command is not available. See the program documentation about how to use this extension.</p>
<p>To resolve this problem you will need to re-enable the outex.dll addin/file.</p>
<p>To do this go to &gt; Help &gt; About Microsoft office outlook &gt; Disabled items. Click on outex.dll and select enable.</p>
<p>Restart outlook and you should be good to go again!</p>

<p>Solution:</p>
<p>On the computer that is giving the error:<br />
   1. Click start > run type &#8216;regedit&#8217;.<br />
   2. Navigate to:<br />
      HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\TermService\Parameters<br />
   3. Under this registry subkey, delete the following values:<br />
          * Certificate<br />
          * X509 Certificate<br />
          * X509 Certificate ID<br />
   4. Quit Registry Editor, and then restart the computer.</p>

<p>The only fix for this is to ring Microsoft Xbox Support and ask to speak to the xbox live billing department. The error is caused by suspected fraud on the account or from you trying to update your billing details and failing a number of times.</p>
<p>Some users have noted that the error occurred after settling bills on various online shops and <a href="http://www.pokerstars.com/">online poker</a> rooms but there&#8217;s no concrete word from MS about this.</p>
<p>You will need to ask for second tier support who should then arrange to call you back within 72 hours.</p>
<p>Alternatively you would need to create a new xbox live account.</p>
